INVITATION FOR BIDS
SUPPLY, IMPLEMENTATION AND MAINTENANCE OF LOAN ORIGINATION SYSTEM (LOS) & COLLECTION MANAGEMENT SYSTEM (CMS) FOR PRADESHEEYA SANWARDANA BANK

The Pradeshiya Sanwardhana Bank also known as Regional Development Bank of Sri Lanka (RDB) invites sealed bids from eligible and qualified bidders for the following.

1. Bidding will be conducted through National Competitive Bidding (NCB)
2. Eligible Bidders Should possess following Criteria.
   • Private or Public Company, Government-owned Institution, or any combination of them with a formal intent to enter into an agreement or under an existing agreement in the form of a Joint Venture, Consortium or Association.
   • Minimum 02 years experience in Supply, Implementation and Maintenance of Loan Origination System (LOS) and Collection Management System (CMS) for a recognized Bank or Financial Institute in Sri Lanka.
   • Average Annual Turnover should be at least Rs. 50 Million for last 03 years (2017/2018/2019)
   • The Bidder should own the intellectual property rights of the Product / Solution or should have rights from Owner.
3. A complete set of Bidding Documents in English language may be purchased by interested bidders on the submission of a written application, which accompany the receipt of payment of a non-refundable deposit of Rupees 10,000.00. The bid documents will be issued on working days from 9.00 am to 3.00 pm commencing from 11^th February 2021 up to 03^rd March 2021.
4. Interested eligible bidders may request in writing further information if any, from Assistant General Manager (Procurement) on or before 03^rd March 2021.
5. All bids should be accompanied by a Bid-Security (which is en-cashable unconditionally on demand) of Rupees One Million (Rs.1,000,000.00) should be obtained from a reputed Commercial Bank operating in Sri Lanka which should be valid up to 01^st July 2021.
6. Duly filled bidding documents, marked “Technical” and “Financial” separately in two sealed envelopes, and enclosed both in one sealed envelope marked “Supply, Implementation and Maintenance of Loan Origination System (LOS) and Collection Management System (CMS) for Pradeshiya Sanwardana Bank- DGM/HR/RDB/2021/016″on the top left hand corner of the envelope should either be sent by registered post to the following addresses or deposit in the Tender Box kept at the Regional Development Bank, Head Office, Ground Floor on or before 00 pm on 04^th March 2021. Late bid submissions are not accepted.
7. Bids will be opened in the presence of the bidders’ representatives who choose to attend in person immediately after the bid closing at 2.00 pm, on 04^th March 2021.
8. Pre-bid meeting will be held on 25^th February 2021 on 10.00 am at Regional Development Bank, Head Office, 2^nd Floor Meeting Room.
